This intervention supports Rwanda’s continued efforts to strengthen domestic revenue mobilisation through the development of a second Medium‑Term Revenue Strategy (MTRS II). It builds on the experience of MTRS I and aligns with Rwanda’s Second National Strategy for Transformation (NST II) and Vision 2050, reinforcing the government’s medium‑term fiscal and development objectives.

Approach & Scope of Support
PFRC provides technical support across the scope of tax policy, tax administration, legal and institutional frameworks, digitalisation, and stakeholder engagement. The approach emphasises alignment with national strategies, coordination across institutions, and the development of a sequenced, implementable reform roadmap.
Outcomes / Emerging Impact
MTRS II provides a consolidated strategic framework to guide revenue reforms, improve taxpayer services, strengthen compliance, and enhance coordination across revenue institutions. The strategy supports sustainable domestic resource mobilisation in line with Rwanda’s longer‑term development and financing goals.
