How to register & bid
Registration
To view and bid for a live opportunity, you will need to be registered on the PFRC Opportunities Portal (the Portal).
Only register one account for each organisation. If your organisation has already registered an account on the Portal, please do not register a new one.
If your organisation is part of a group of entities, separate accounts should be created for each potential bidding entity.
Joining the Supplier Network
Once you have registered an account on the Portal, please complete the Supplier Experience Form on the OPEN OPPORTUNITIES page to join the PFRC Supplier Network and be eligible to bid for PFRC Opportunities.
Bidding
Bidding is managed exclusively on the PFRC Opportunities Portal. Suppliers are required submit their technical and commercial proposals through standardised forms and templates on the Portal.
Bids are evaluated according to evaluation criteria shared in an Invitation to Bid. Depending on the scale and complexity of the opportunity, the bidding process may comprise multiple stages.
Social Values
As part of its Social Value agenda, the PFRC is seeking to promote diversity in its supply chain by encouraging participation by Small and Medium-sized Enterprises (SMEs) and local suppliers. SMEs and organisations based in ODA-eligible countries which feel they would benefit from advice or support on how best to approach bidding for PFRC interventions, should contact the PFRC team at commercial@pfrc.com.
Our Social Value agenda also includes a commitment to the participation of women and people with disabilities in the PFRC supply chain. Therefore, we strongly encourage the participation of suppliers which prioritise the representation of women and people with disabilities.
PFRCs performance in relation to the social value agenda is assessed using the following indicators:
- Policy Outcome: Supply chain resilience and capacity
- Inclusion of local suppliers in the supplier network
- Inclusion of SMEs in the supplier network
- Inclusion of suppliers owned or led by individuals with protected characteristics (especially women-led and persons with disabilities-led)
- Policy Outcome: Tackle workforce inequality
- Inclusion and monitoring of workers with protected characteristics, especially gender and disability, in the supplier network (measured through their participation in technical and non-technical roles on short-term, medium-term and long-term interventions)
We will be monitoring the performance of the PFRC against these Social Value indicators.
To ensure our Social Value objectives are achieved, PFRC will:
- Develop a clear Social Value policy, including definitions and requirements
- Conduct tailored market engagement activities to raise awareness and encourage suppliers from beneficiary countries to register with PFRC
- During the onboarding process, ask applicants to complete the PFRC Supplier Onboarding Questionnaire (SOQ), which includes questions aimed at better understanding how a given organisation would contribute to PFRC’s Social Value agenda. Include in the bid evaluation criteria for PFRC procurements questions related to:
- Supply chain diversity (inclusion of local companies and SMEs in the consortium)
- Workforce inequality (inclusion of women and people with disabilities)
- Require suppliers delivering interventions to provide regular reporting in relation to inclusion of workers with protected characteristics, especially gender and disability, in their workforce. PFRC may also, in certain circumstances, attach special conditions to its agreements with suppliers that require certain actions during the delivery of an interventions (e.g., development and implementation of a strategy to address lack of diversity and inclusion in the workforce).
